
Innocent Bikara is a Monitoring & Evaluation (M&E) Specialist at ICARDA, based in Uganda. He provides M&E expertise throughout the project lifecycle, including the development and implementation of MEL plans, coordination of evaluations, and the ongoing enhancement of monitoring processes to ensure effectiveness, accountability, and continuous learning. Innocent has worked in M&E units of three CGIAR centers, with roles designed to coordinate and strengthen institutional M&E frameworks and enhance country-level and project-level M&E work in conformity to the institutional M&E frameworks, CGIAR Standards and global best practices. Innocent holds a Master of Science in Agricultural and Applied Economics, a Postgraduate Diploma in Monitoring and Evaluation and a Bachelor of Science in Forestry.
